Smartlink | Quality Traffic | Payout

I am really confused about the different payouts on the smartlinks. I understand (or think) that if the traffic is not as good, then the payout is lower which makes sense. But what exactly is good quality traffic? For example, what is the user doing in the background that warrants a better payout than another user? I think if I understood that, I could better understand my campaigns.
