About Mvas

Hello, Everyone, I am trying to use the combination of propellerads + golden goose, using pop traffic and CPA goal for testing. I found that the conversion rate of the zone that is better when using CPA goal will be very poor once the whitelist is used. Does this mean that the whitelist operation method cannot be used in the MVAS field? On the contrary, the CPA goal + blacklist method can slowly increase the ROI.
