When I create a Monetizer smartlink offer with Smart Fallback turned off, then navigate to the offer URL, I see the following page:
It's not just for one offer; it is that way for every offer I test. This even occurs for offers in my region (Canada) which are not paused on Monetizer and with all of the appropriate targeting settings. For example, when I navigate to the following (not-paused) offer link below on my Android phone using wifi, I get the above "Offer unavailable in your region" message.
If I turn Smart Fallback on and navigate to the offer URL, it appears that it defaults to using the Smart Fallback, as it keeps sending me to Amazon.
