As for the traffic quality, I haven't tested them but it's common to find bot traffic in pop networks. Some more than others, and usually after filtering several pubs and cleaning your campaigns the bot traffic is reduced a lot and your campaigns can be profitable.

If you do have data showing how the traffic is bot (IP reports, bot filters, etc, not CTR) sometimes you can get your money back or a partial refund as I've got with some networks, but I wouldn't get my hopes high with this one.
