Building a team?

I've been wondering if anyone ever built a media buyer team of lets say 5-10 people to run campaigns at scale. Trackers all have this option but never seen anyone running something similar here.

Or is this option mostly for traffic source affiliate networks and their internal media buyers?

How would you structure something like this?

Would you hire experienced affiliates from afflift or would you rather build and train a local team from scratch or maybe forget this idea and be a one man
