Question about Affiliate Networks

Please, please don't take this in a wrong way, I am just geninuelly curious. Why are there so many Affiliate Networks (and traffic sources) in Eastern Europe (Russia, Ukraine, Poland, Lithuania, etc.)? Are there incentives from their governments there? I know Spain and Portugal are kinda popular too.
