Hi,
When it comes to MVAS(Mobile subscription offers) mobile carrier targeting is essential for some offers.
Some traffic sources have carrier targeting feature inbuild and others don't.
In this case, we can use the IP range of mobile carriers to target them.
But as @Nick described here
different networks and traffic sources may have a little bit of difference between their approving IP ranges
I can only find these IP ranges listed in Goolden Goose Network. They have a tool for that also.
