Traffic sources to promote Mobile App Install Offers? Suggestions?

Hi, I am new to promoting mobile app install offers. Can anyone suggest traffic sources that work well for app installs, iOS and android?

I have tried StartApp with mixed success. From my limited understanding to run them on facebook or google you really need to own the app? Is that correct?
