I have run series of campaigns about 2 weeks as below detail
Offer : Finance Survey (CPL)
Traffic source : Propellerads
Tracking : Bemob
format : Push notification
Bidding : CPA Goal 2.0
Pre-lander : Not applied
GEO : Indonesia

Result :
avarage CTR is Low
Avarage CR is low
Question : Can I start to optimize ? or I have to set up another campaigns to get more data?
