How to scale with CPM?

I have a green CPA campaign on Propellerads, but is seems going die recently. So I tried to scale it using a whitelist with smartCPM model. It's performance was far away with the original CPA campaign.I wonder if it would be better to scale with CPM, but the CPM model not support to set custom bid for each zone. I have no idea how to scale
