Traffic sources that allow e-cigs?

A friend of mine is building up an e-cigarette brand and they keep getting their LPs rejected with things like:

Landing page contains or promotes materials/products prohibited for advertising (drugs, medicine, alcohol, tobacco) violation of rules on landing page.

Curious, do you know of any traffic sources that are cool with e-cigs and nicotine? It's not my type of product so I haven't been
