On what page should we redirect people from different geo than the target country?

I had some problems with my ads during the approval process for the FB campaign, FB approval team have been redirected on a scammy page instead to the offer page which I was promoting when they checked my lander because of the geo location they had. What acually guys from FB should see on the final URL page due the fact that every offer is for a specific country different by their location and they can't see the actual offer?
