I haven't been running many pops campaigns but I have some funds in PropellerAds so lets see if the Inspire page on Monetizer can lead us to some...leads 
A quick glance shows that Saudi Arabia seems to be performing well over the past week. There seem to be some offers with high eCPMs:
I setup a wifi campaign so we'll see how it performs. I will expand if necessary and may try to sneak in some push subs
I've set my budget at $30 and will report back soon
