Anyone Know Why Some Affiliate Networks Don't Charge Paypal Fees

There are some networks like Zeydoo and if I am not mistaken Evadav that Paypal don't deduct a fee when you receive your payout. Other networks that I have worked with like Monetizer and ClickDealer usually Paypal deducts a 4 to 5% fee on my payout. Anyone knows why this happens? Do some affiliate networks have special arrangement with Paypal
