ZP has a min. bid of $0.50 CPM for T3 traffic on standard inventory type?

Today I started a new campaign targeting WorldWide traffic for $0.01 CPM and $10 budget just to test with YTZ mainstream rotator.

In order to test the different traffic options available on Propeller, I have created the following 4 campaigns:
Offer - Mobile - Premium Traffic
Offer - Desktop - Premium Traffic
Offer - Mobile - High Engagement
Offer - Desktop - High Engagement
Also, I have set the min. Bid and I increase it...
There are so many options, premium traffic, high, medium and low engagement.

Mailchimp offers free accounts and they also have a landing page builder which they host on their fast servers.
So, is it a good idea for someone on budget to use those as simple landing pages?

What is the average conversion ratio one should expect from a push traffic source? For example on IM solo ads one can expect 40% optin rate, similarly on bing one can aim for 1 to 2% rate on a low ticket offer.
Should one start with high bids when testing a campaign, so it can attract high quality clicks?
Or bid the min. to receive as much clicks as possible for testing purpose?
Or go for suggested bid?
