A $20 /month plan would be the minimum I'd use for a tracker, yeah. More if you're planning to run high volumes. The initial cost might be similar to a cloud-hosted tracker once you count in the license, but you won't get charged for extra events in case you go over them.

In this case, mixing up campaigns with low volume could make sense as long as you know the bids are similar. That is, don't mix up a tier 1 geo like USA with high bids with a tier 3 geo such as ID with cheap clicks. Bot if you're mixing CA + AU or MX + AR it could work.
