Ran into a super weird ad on the spy tool and I'm kinda stumped

No headline, no hint about where it goes, no offer description — nothing.

Just straight up asking users to enter their phone number + a verification code.

Looks like a zero-conversion LP to me,

but I'm seeing multiple sites running it and it's been active for a while.

How on earth is this page making money?
