Goal: To find at least one new geo on Galaksion that I can rely on long-term.

Alright, so I wanted to test a ClickDealer sweeps offer on Galaksion, but I was told cc submit is not allowed on Galaksion. For this reason, I'm starting this new follow along.

For each geo of interest, I will do the following:

1. WHITELIST: Begin with a pop campaign that whitelists high-converting zones I have identified in other campaigns.
2. BLACKLIST: If the whitelist campaign shows promise, make a blacklist campaign that excludes the whitelist zones in the hope that I will identify more promising zones for that geo.

I will begin with the SCPM bidding model for each geo's whitelist campaigns because I have already identified these high-converting zones (and CPA is best for zone-discovery). If any of the geos make it to the blacklisting step 2 above, then I will use CPA to discover more zones.
