Which campaign would you choose of those two?

Which campaign would you choose and why? I choose two very different campaigns/GEOs on purpose, to see how you think and what do you consider when choosing offers.

They have different flow, so one might be harder to convert than the other.
Also one of them has user age 25+ requirement, which seems like pain in the ***.

So, secondary question: since PUSH has no way knowing user age,
do you avoid such campaigns on PUSH, or would you still run it somehow?
