What does it take to make a whitelist work with push traffic?

Hey guys,

I just wanted some of your opinions with methods for making whitelists work with push traffic bidding cpc?

I am currently running multiple campaigns (same offer) across multiple GEO's and it was showing positive results with plenty of conversions. (propeller ads)

Once I have a list of about 20 Zone Id's with more than two conversions on a positive ROI I place them into a whitelist after making the necessary optimizations to improve overall ROI.

I am trying to wrap my head around why that in theory if I use the converter Zone Id's combined in a whitelist, with winning creatives and optimizations made (os versions etc) the whitelist campaign performs worse and is a total flop?

By flop I mean unable to make profitable.

Does anyone else experience this or know why this might be?

I have now tried this exact principle multiple times and every result has been the same. (performs worse)

I even tried bidding a bit more aggressively which had zero effect also.
