Need help, how can I improve this compaign?

I am a newbie, and I am kind of stuck here. Really glad for any help.
I created a compaign serveral days ago.
Traffic Source: propellerads
Payout: $0.4

How do I operate:

1. Run this compaign for $10（cpa goal）
2. Filter the green zones
3. Add these green zones in a whilelist compaign（both cpa goal and smartcpm）

But every time in step 3, all compaigns end up badly, low traffic or worse ROI.
As many zones reach "2 payout without cr", they all got blocked finally.

I even tried filter by time, but it doesn't work.
