Native RTB

I had an account manager tell me the following:

"I've heard people having a lot of success with native RTB like mgid or outbrain"

So I understand from searching that RTB (real time bidding) is something that can be used to lower your costs for ads in some cases.
Could someone explain what the setup might look like to utilize this functionality?
