Is there any difference in test budget budget between high volume GEO and small volume GEO?

Hi guys,
I have a question to ask: the example test formula is 10xPO, can it satisfy both large and small volume GEO?

I always think that running budget to test GEO with Impressions 3 million/day will need large budget to test GEO with Impressions 300 thousand/day because the number of zone IDs will be different. What do you think about
