How do you build your own tracker?

So, I was wondering what would it take to build a very basic affiliate tracker?

Based on my limited exposure:

• Campaign link creation/redirection
• Parsing postback data (extract revenue and campaign id)
• Extracting metrics from server logs (IP lookups, OS, Browser, etc.)
• Graphing and analysis tools for the data extracted

The fancy stuff:

• Balancing link redirection
• Automated optimization (rule-based)
• Integration with various third-party APIs

Really fancy stuff:

• AI/Machine learning for campaign optimization
• Landing page creator and automated A/B testing
• Make coffee during negative ROI and serve beer when you hit positive ROI

Of course, performance under heavy loads, etc. would also be needed eventually but am I missing anything glaringly obvious in terms of basic functionality?
