Optee stores all data in WordPress tables. So if you pack your WordPress site with a plugin like Duplicator and just migrate it to another server, it should work.

I am moving my install over to another host, but the database is too big for the space i got on the host. Is it ok to delete some of the logs in the optee_logs table.

This is a good idea

Yes, it's safe to delete rows from optee_logs: they're only activity logs. Update to Optee 1.1.4, then go to Logs → Clear Logs. You can now delete only logs older than X days, and it shows how many rows and roughly how many MB will be removed before you confirm.
