why stats dont match ( unique vs duplicated visits)- pop traffic here

Hi, if I set my frequency 1/24 hour doesn't this mean that I want 1 user to see 1 ad not earlier than 24 hour? If yes why the number of a not unique users is so high in stats (it's common to all traffic source ). One of the guys at support is asking me: "Could you please contact the Support Team of your tracker and clarify with them how it counts unique users and based on what exactly? Does it involve IP?"
