What happens to the leads that affiliates generate?

Hi all, can anybody provide insight into what the offer 'owners' do with leads [emails sign ups for sweeps etc] after an affiliate has converted them?

Obviously the affiliate would receive a payout for lead submit e.g. email address, and officially the user has entered a sweepstake with the chance of winning something. But where is the value for that sign up to the offer owner?
