Start with a landing page or direct linking?

So i would like to know what is best...
To start creating landing pages for the offers you're just going to run or to wait till see if the offers have potential and then start creating landing pages for this offers?

Because start creating LPs for offers from the start is kinda a waste of time because the majority this offers are going to fell off eventually

I remember sometime i heard a super affiliate said that he use this strategy to not waste time or money creating LPs for every offer instead the ones that had potential and he was doing good
