legality of use of real news video snippets

there was some talk around the forum about pay per call offers, and I started doing research and seen this guy running on what looks like massive scale (1,700 ads) for debt offers in the US, but the creative is so good it made me think its blackhat at first, tons and tons of videos of news station, and the landing page looks too aggressive to think this team has a direct relation to those news stations,

so my question is, is this legal? (I cant believe this scale stand for so long if its not), or someone can shad some light about how this thing work?
