Does Bid Affect Quality of Traffic?

What are you thoughts on using minimum allowed bid for testing? (I'm using PopAds)

I understand that higher bid gets more traffic (and worse ROI since the traffic is more pricey).

But do you think the quality of the traffic is lower for lower bids?
What are you thoughts on that?
