Differences between Onclick and Push in propeller?

So I am not understanding first the differences in the CPM cost between these two options in Propeller.

For example if I choose Onlick and CPM options, in the Countries and Bids I am seeing a whopping Recommended 2.113 for a $2.40 Offer.

However, if I choose Push and CPM options it shows as the Recommended 0.137

Why that big difference in traffic cost between those two options please?
