It has been a few years now since PropellerAds introduced the CPA Goal pricing model for many ad formats, like onClick for example.

According to PropellerAds, CPA Goal is a new generation of auto-optimization tools based on machine learning and big data. The algorithm predicts which traffic slices are most likely to drive quality conversions at the desired price (slice = Zone + GEO + OS in Onclick and Survey Exit campaigns, and slice = Zone + GEO + OS + Creative in Push and Interstitial).

Because of the way more than 20 variables are processed, the optimization process is now capable of real-time adaptation. The algorithm checks every matching ad zone for high-converting traffic and prioritizes those with the best performance.

CPA Goal: Not a pure CPA pricing model​

Keep in mind that CPA Goal is not a pure CPA model (where you are usually charged per conversion). The CPA Goal technology is built on top of CPM bidding (CPC for Push and Interstitials), and advertisers are billed for impressions (clicks for Push), while the system looks for converting traffic according to the desired CPA and targeting.
