Very Low Push CTR in Singapore

Does anyone have experience running push notification traffic in Singapore? The highest CTRs I’m seeing are 0.02% on mobile and 0.07% on desktop (after over 10 million impressions).

My aff manager says this CTR is normal in SG. Can anyone confirm this? And any idea why it’s so low in Singapore?
