Hi there.

I have created RON and collected a lot of data, now I want to create whitelist based on RON data.

I want to try to create whitelist ads using SCPM bidding mode, there is smart optimization tool in SCPM, do I need to enable it?

If smart optimization tool is on, what is the difference between SCPM and CPA target bid?
