Optimise By Individual 'Targets' Or The Whole 'Source'?

When you first setup and start testing a new offer across many targets/sources to see what converts, when you carry out the initial optimisation (in ZeroPark), do you optimise by the individual 'Targets' or the whole 'Source'?
