How can I monitor offer wealth and/or carriers problems

A recent significant loss was generated by the aggregate loss of several networks/offers in the same geo where a carrier went down for many hours and no one either realized ( mmmmhh...) or alerted me brings me back to the question: any service that monitors continuously carriers or offers wealth for a ( reasonable ) fee. I remember checking out some but no reasonable fee was requested ( though it would be affordable for a network and frankly should be mandatory for them and to be added in "terms of use" as it's a guarantee to the affiliates ).
Also how the Top Pros that are also financially exposed with big numbers controls that? Any
