DMCA Issue with Hosting and Cloudflare

I have been running sweepstakes a long time now, but recently I have been getting hammered with DMCA abuse on cloudflare where I recently moved my domains to. They then report it to my hosting who suspend my account and the whole day ends up in the red. They basically shoot first and ask questions later.

Has anyone had this problem before with using cloudflare for domain hosting and/or DNS. My previous combo was was namecheap/dnsmadeeasy?

Is their any hosting services that are resistant to DMCA
