Carrier Targeting when running WIFI Traffic?

I was wondering what does happen when I run Cable/DSL Traffic (this should be wifi only right) and in my carrier targeting I whitelist 3 carriers, does that only influence the cellular traffic or does that also have an impact from which carriers wifi traffic is being send? Because at the end all traffic that is wifi is still hosted by different carriers so it would be interesting to know if others would be excluded if i whitelist 3 or if that just has an impact on cellular and wifi still
