Best way to optimize campaign by IPs

Hey experts looking for some suggestions, what would be best way to optimize a campaign for IPs.

Few things I am not clear about, really apprecatie any suggestions on this.

1. Would you block IPs from which conversion is received, as my understanding is same IP would not be useful for same offer if it already received conversion.
2. Would you block IPs which sending multiple view, but
