Are Some Geo's not Worth the Effort

I just completed the course and after spending my $10 budget my results show a high amount of conversion's (187) but in Geo's that AP reports as being 4 cent or less. Common sense is telling me I'm paying .30 cents for traffic but even with a high amount of conversions and some optimization its not worth it. Am I correct on this? I guess I could further optimize the site id's and further narrow down Geo's but at what point
