Is it allowed to collect Monetizer push subs when you run Monetizer offers on push traffic?

Did Monetizer change their minimum payment? I think it used to be $50 but now is it $150? Also they are asking for an ID and a selfie when you try to update the payment details. I have an account from way back. Do I need to submit the documents to get paid?
