Galaksion. New Account. SCPA/CPA. Low Spend

Anyone have any idea why my Galaksion SCPA and CPA campaigns won't spend? My manager just keeps telling me to run SCPM instead, but would like to get automated bidding working if possible. Each campaign spent less than $1 in the first 24 hours... super low CPM so just a lot of junk clicks. I know @Luke runs CPA pretty consistently on Galaksion correct?
