Why people targeting 2 countries ?

Hello all, I am using anstrex spytool for push.its good because i saw my own campaign in it lol. Now thing is someone running Tesco in ireland but same campaign he is running in Indonesia.whats the logic behind it? because Tesco is not popular as much in Indonesia. and i saw this thing many time.people running one non targeted country with main country.Anyone here who
