So I just found a LP when I was spying (it wasn't from ad spy companies)
Someone advertises on an adult pop network. Chooses a country which has prevented adult websites.
So when visitor is on adult page, and clicks somewhere, the pop up comes and shows this page, "You have been detected when visiting a prohibited website. You need to pay a fine in 6 hours in order to not being arrested by police

And somehow he was able to get a gov domain. Or it must be a domain change hack from
