i had run some campaigns and let it run for somedays to collect some data

now i have this 4 campaigns

i had pused #3 and #4

so now after collect some good data i have this pretty good zones

i just want to know what is the best way to run a whitelist campaign with those zones CPM or Smart cpm or CPA
