[Question] How to redirect other countries on tracking link?

I have been inspecting my clicks recently and noticed some clicks from another countries.
How can I make a script or whatever is needed to put through one country that I want to promote to offerlink and other countries to smartlink backtraffic?
*PHP excluded, I'm hosting on AWS.
