Facebook ad account

I've got my Facebook Ad account disabled for URL Redirect maybe a week ago and I want to get started again. It was the only ad manager I had for that business manager, so I need a new Business manager. My first question is, can I create a new Business Manager using the same domain, facebook page, and payment method without to get my new ad accounts flagged or disabled again? And second, it can be an option to create a new email, a new domain, new facebook account with a new business manager, with other payment method and using my personal details, or should be with another person personal details just to split the risk in the future? Please let me a bit of advice it's a not pleasant situation which is slowing me down. Thank in
