EPC and CR, both are zero. What does it mean to you?

While searching offers that supports PPV traffic in Peerfly i am seeing that many offers are showing both EPC and CR as 0 (zero). Not sure what that means

Does it mean that nobody has ever tried these offers or does it mean they have been tried but they could not provide any
