You can find the average bid of each country in every network's dashboard or when you create your campaigns. They usually have a traffic estimation tool with info about volume, bids, devices, etc.
No. It depends on how good the offer is and the average bids in the country. I try to target offers that pay at least $0.1-0.2 on pop traffic (tier 3s) and over $0.5 on tier 2/1s, but it's not a rule set in stone.
