Wouldn't you be better at getting more data on CPL initially and once you single out the best performing segments move to CPA?

Have you noticed any other patterns that might not be performing well for you in your whitelist campaigns?
Besides checking websites now you can now blacklist browsers, OS, categories, etc.

Blacklisting is just as easy as whitelisting, but instead of adding sites to a new campaign you just block the ones from your current campaign. PopAds show this as "include" or "exclude" sites.

Phewww, I just read this whole thread and it's interesting. To me, it seems like your main problems are:
1. You're whitelisting instead if blacklisting, which makes more difficult to optimize campaigns and reduces your volume.
2. You might be whitelisting sites before you have enough...
I'd use a Click URL or a new campaign URL.
With a direct offer link you won't be able to track it so as you said, it's not recommended.
If you use a click URL you can set it up as a second offer. Trackers allow you to promote multiple offers from a single landing page (i.e. offer 1, offer 2...
In this case I'd just follow common sense.
If the offer is similar or in the same vertical you're promoting, I could send them direct linked.
If not, I need to use a landing page.
But it's better to test it because you want to know which gets you more ROI. Never assume anything :)
Yeah. Even if you're not in the green, if you see potential with an offer yo might want to use your own landers :)
But for starters, it's great to have them available already.
